Speak-up software for municipalities and organisations
Social safety your board can demonstrate.
Soterna is the software behind your internal reporting channel: employees report safely and anonymously if they wish, and you show your board, works council and regulators that every signal was handled on time and with care.

Independent & confidentialFollow up on anonymous reports
Anonymous, still investigable.
Behind the anonymity is a human who listens: an encrypted two-way conversation that never reveals identity, IP or device. Even an anonymous report can still be investigated.

Frequently asked questions
The questions people ask first
What is a reporting channel for social safety?
A reporting channel is a confidential way for employees to raise concerns, inappropriate behaviour or wrongdoing. Soterna offers this online, with a guided route and the option to report anonymously, confidentially or by name.
Can a report be made anonymously?
Yes. Someone can report without an account or email address. Identity, IP address and device stay shielded, while a two-way conversation remains possible through a case number and access code.
How do you safeguard social safety during a reorganisation?
With the Reorganisation Room, your organisation opens a dedicated anonymous room for each change process, where employees use a shared room code to ask questions, share concerns and fill in trust check-ins, without an account, name or IP logging. A confidential moderator neutralises every submission before anyone else sees it. Board, HR and works council only see aggregated signals from seven people upwards, and the works council receives its own OR Signal Pack.
How does Soterna relate to the Dutch Whistleblower Protection Act?
Soterna is set up for the Dutch Whistleblower Protection Act. Statutory deadlines, such as acknowledging a report within 7 days and feedback within 3 months, are monitored automatically.
How do board reports stay non-traceable?
Reports are aggregated and anonymised and use a minimum group size of seven, so figures cannot be traced back to an individual.
